Almost every guide to TikTok Creative Center published this year describes a product that is partly no longer there. They tell you to open Keyword Insights and mine 500,000+ keywords with CTR, CVR and CPA columns. They tell you Top Ads requires an advertiser login. They present the Top Ads dashboard as a ranked list of the best-performing ads on TikTok.
We opened every one of those routes anonymously on 2026-07-30 and none of those three statements held up. So this guide starts from what the tool actually is today, including a route-by-route audit you can re-run yourself, and then gets to the more useful question: given what Creative Center genuinely exposes, what research is it good for?
The short version, if you only need the headline: Creative Center is now a preview-gated, opt-in creative showcase in the middle of migrating into TikTok One, and its metrics are percentile bands rather than numbers. That makes it excellent for one job and useless for the job most people open it to do.
The route audit (2026-07-30)
Every URL below was requested anonymously — no TikTok session, no advertiser account — and the landing URL recorded after redirects settled.

Three things follow from that table, and they are the reason most existing guidance is stale.
Keyword Insights is not on the public site. Both of the URLs guides cite bounce — one to a marketing page for TikTok One, one to the Creative Center home. The home page's own navigation offers exactly three entry points: Top Ads Dashboard, Trend Intelligence, and Creative Tips Finder. There is no Keyword Insights link anywhere in it. We cannot tell you whether the feature survives behind an advertiser login, and we are not going to guess — but if your workflow depends on the public keyword surface, it is gone.
Trends has already migrated and Top Ads has not. The hashtag routes now resolve into ads.tiktok.com/creative/creativeCenter, the newer TikTok One Creative Suite app, while Top Ads still serves from the old /business/creativecenter/ path. Creative Center is not a stable product boundary right now; it is a half-finished migration. If you have Creative Center URLs in a bookmark folder, a runbook, or a scraper, assume they will break.
The old domain still answers, which is what makes this confusing. Nothing 404s. Every dead route quietly redirects to something plausible, so a reader following a 2026 tutorial lands on a page, sees some content, and concludes the tutorial worked. The failure is silent, which is exactly why the audit is worth running rather than trusting a guide — including this one, three months from now.
What Top Ads shows without a login
Anonymously, the Top Ads dashboard renders in full: the filter bar (region, objective, time period, ad language, ad format, likes), the sort options (For You, Reach, CTR), and then four ad cards before a wall reading "Log in to access all Top Ads and more."
Four is enough to see exactly what the data model is. Here is a real capture from that anonymous session:

And that is the whole schema. Note what is and is not in it.
CTR is a percentile, not a rate. "Top 8% CTR" tells you an ad sits in the best decile of whatever comparison set TikTok is using. It does not tell you the click-through rate, and it cannot be converted into one. Budget is a two-value flag — Low or High — with no thresholds published. Likes are absolute, and they are the only absolute number on the card.
So you can rank two ads against each other and you cannot forecast anything. Every article quoting Creative Center CTR and CVR figures as benchmarks for your own planning is quoting numbers the public dashboard does not contain.
Also worth reading carefully: the fourth row. Top 8% CTR on a High budget, and 317 likes. The row above it has Top 92% CTR — near the bottom of the distribution — and 84 likes. Likes and CTR band are close to uncorrelated in this sample, which is a useful reminder that engagement and clicks are different products of a creative and that sorting by likes is not sorting by performance.
The disclaimer that changes everything
At the bottom of the Top Ads dashboard, in small print, TikTok says:
That ads displayed here are limited to those that have been authorized by advertisers and may not reflect all top-performing auction ads.
This single sentence is the most important thing on the page, and it is missing from essentially every guide to the tool.
It means Top Ads is an opt-in sample, not a ranked census. An advertiser has to authorise their creative to appear. So:
- Absence proves nothing. A competitor missing from Top Ads may be running the best ads in your category and simply not have opted in. You cannot conclude anything from a competitor's absence, which means Creative Center cannot answer "what is this specific competitor running" — the single most common reason people open it.
- Presence is a self-selection signal. Brands that authorise their ads for a public showcase are, on the whole, brands with a marketing team that wants to be seen as good at TikTok — agencies, category leaders, official partners. That skews the sample toward polished, well-resourced, brand-safe creative and away from the scrappy direct-response work that often out-performs it.
- The percentile bands are relative to that sample, not to TikTok as a whole. "Top 8%" means top 8% of something TikTok has not defined, drawn from a pool that is already self-selected.
None of this makes the tool useless. It makes it a curated inspiration gallery with soft performance labels, which is a genuinely valuable thing — just not an intelligence product. Everything below follows from taking that framing seriously.
What Creative Center is actually good for
Given percentile-banded metrics on an opt-in sample, there are exactly three questions it answers well.
1. What does the current production standard look like in my vertical? Filter to your industry and region and read the four-to-many ads on offer. You are calibrating format, pacing, on-screen text density, and how native the creative feels to the feed. This is a real and hard-to-get answer, because the alternative is scrolling TikTok and hoping to be served ads from your category.
2. Which formats are being used for which objective? The objective filter is the underrated one. Filtering to Conversions rather than Traffic or Reach changes the creative population noticeably, and it tells you what shape of ad experienced advertisers reach for when they are being measured on a purchase rather than a view.
3. Is a creative convention holding or breaking? Because you can set the time period, you can compare the last 7 days against the last 30 and see whether, say, founder-to-camera openers are still showing up. Directional, not statistical — but if a convention has died, it shows.
And the three questions it cannot answer, stated plainly so you stop trying: what a named competitor is running, what any absolute performance metric is, and what a creative actually cost to run.
A workflow that survives the limits
Step 1 — Set the filters before you look at anything. Region to your market, objective to the one you are actually optimising, time period to 30 days, format to the one you can produce. Reading an unfiltered global feed of top ads is how an afternoon disappears with nothing written down.
Step 2 — Sort by CTR, not by likes. The sample above shows why: the highest-liked ad had a near-bottom CTR band. If the deliverable is a click, likes are the wrong sort order, and it is the default people reach for.
Step 3 — Record four columns, not impressions of quality. For each ad worth keeping: the hook in the first two seconds, the format, the specific claim or offer, and the call to action. Patterns become visible at around fifteen rows. Vibes never converge.
Step 4 — Treat High-budget, top-decile-CTR ads as the only rows worth weighting. Those two bands together are the closest the tool comes to "this worked and got real distribution". Everything else is inventory.
Step 5 — Cross-check anything important against the Commercial Content Library. This is the step that converts inspiration into evidence. Creative Center tells you a pattern exists; the transparency archive tells you whether a named competitor is committing budget to it, and for how long. Step 6 — End on hypotheses, one per test. "Four of six top-decile conversion ads open on a problem stated by a customer rather than a product shot" is a hypothesis with a test attached. A screenshot folder is not.

The practical rule: Creative Center for what to make, Commercial Content Library for who is committing budget to it. Using either one for the other's job is where research stops producing decisions.
The part Creative Center structurally cannot do
Every limit above shares a root cause. Creative Center is a showcase built to make advertisers want to advertise, so it optimises for inspiration and against attribution. It shows you what good looks like and refuses to tell you what good is worth.
That leaves a specific gap, and it is not a gap TikTok will close, because closing it means publishing competitors' performance data. The gap is between a pattern you observed and a pattern that works in your account. Creative Center can tell you that six of the top-decile conversion ads in your vertical open on a customer complaint. It cannot tell you whether your audience, your offer, and your landing page respond to that. Only your own spend can, and only if the research arrives as a ranked queue of tests rather than a mood board.
That handoff — pattern to hypothesis to funded test to result, with the result feeding back into what to research next — is the actual work. It is also where research programmes reliably die, because the research lives in a screenshot folder and the performance data lives in Ads Manager and nothing joins them. Do you need a TikTok account to use Creative Center? Not for the first few results. Anonymously on 2026-07-30, Top Ads rendered four ad cards with full metric badges before blocking with "Log in to access all Top Ads and more", and Trend Discovery panels returned "Data error, please click to reload". Enough to evaluate, not enough to research.
Where did Keyword Insights go? Not reachable at either commonly cited URL as of 2026-07-30 — one redirects to the TikTok One Creative Suite marketing page, the other to the Creative Center home — and there is no link to it in the public navigation, which offers Top Ads Dashboard, Trend Intelligence and Creative Tips Finder.
Does Creative Center show every top ad? No. TikTok's own footnote states the ads shown are limited to those advertisers authorised, and may not reflect all top-performing auction ads. It is an opt-in sample.
What metrics does it show? Likes as an absolute number, CTR as a percentile band, budget as Low or High. No absolute CTR, CVR, CPA or spend.
Is it better than the Commercial Content Library? For different questions. Creative Center for creative patterns; the Commercial Content Library for named-competitor evidence, at the cost of Europe-only coverage.
Is Creative Center being shut down? No announcement, but Trends has already moved into the newer TikTok One Creative Suite app while Top Ads has not. Treat the URLs as unstable.
