ChatGPT Ads Now Lets You Create an Account Before Your Country Opens

OpenAI changed how you get into ChatGPT Ads today, and it did it in the quietest possible way: by editing two help-centre articles rather than publishing an announcement.

The change is small in word count and large in consequence. The advertiser interest form is gone. For the first time, the documented path for an advertiser in a country where ChatGPT Ads has not opened is not "register your interest and wait to hear from us" — it is "create the account now."

Last verified: 2026-08-28. Everything under "What OpenAI says" is quoted from official OpenAI documentation captured on that date, with URLs. Everything under "Soku's reading" is our analysis and not OpenAI's position.

What OpenAI says

Two articles moved, and they corroborate each other.

1. Ads Manager Availability

Ads Manager Availability gained an access-type table it did not have yesterday:

The sentence carrying the change is the one in the middle: "Account creation and self-service availability are separate."

The closing paragraph is the operational half of it:

"If your country is marked Coming Soon or isn't listed, self-service access isn't available in your country yet. You can still sign up for an account at ads.openai.com and we'll notify you when it's available in your country."

The paragraph this replaced said something materially different. It read: "Country availability may continue to evolve as testing expands. If you are located outside of these countries, you can register your interest and stay informed about future availability through OpenAI Advertisers Interest Form." That form — at openai.com/advertisers — no longer appears anywhere in the article.

Two smaller edits landed in the same pass:

  • The country table's second column was renamed from Availability to Self-service availability.
  • A dedicated route for bigger buyers was added: "Larger advertisers with more complex needs can contact the OpenAI Ads team to discuss sales support" via ads.openai.com/#advertiser-interest.

2. Ads in ChatGPT

The general FAQ, Ads in ChatGPT, rewrote its "I'm interested in advertising on ChatGPT" answer to match, and added a limit the availability article does not spell out:

"If you're a business interested in advertising in ChatGPT, sign up at ads.openai.com. Check Ads Manager availability for the current country-by-country status. If Ads Manager isn't available in your country yet, you can create an account and we'll notify you when it becomes available. Creating an account does not give you access before your country is supported."

The previous version of that answer opened with "We're focused on learning from early testing" and ended at the interest form. Both halves are gone.

3. The country table itself did not change

Worth stating plainly, because it is the thing most likely to be misreported: no country moved. The table still lists forty countries, nine Available and thirty-one Coming Soon.

Available: Australia, Brazil, Canada, Japan, Korea, Mexico, New Zealand, United Kingdom, United States.

The interest form was a queue with no visible position

The old model asked a blocked advertiser to hand over an email address to a form and wait. That is a queue you cannot see into: no confirmation you are in it, no account to log into, nothing to check.

Replacing it with account creation changes what a blocked advertiser holds. You now have an actual account object on OpenAI's side, tied to a real business identity, that exists before access does. That is a better artefact than a form submission for the obvious reason — it is the thing that gets flipped on — and for a less obvious one: it is a stronger demand signal for OpenAI than a form row, because creating an account takes more intent than filling in a field.

"Does not give you access" is the sentence to quote internally

The single most likely way this change gets mis-sold inside a company is as "ChatGPT Ads is open in Europe now." It is not, and OpenAI pre-empted exactly that reading with a sentence written for it: "Creating an account does not give you access before your country is supported."

Take that sentence to whoever asks. It is short, it is official, and it is the difference between a planning task and a launch date.

The rename is the most useful edit in the batch

Availability → Self-service availability looks cosmetic and is not.

Under the old heading, a German advertiser reading "Coming Soon" reasonably concluded ChatGPT Ads was unreachable in Germany. That was never true after the Europe announcement: the OpenAI Ads Solutions team, agency partners and technology partners have been the documented route into those markets since 18 August. The old column heading contradicted the access model on the same page.

The new heading makes the two rows of the access table read correctly against the country list: partner-led access is live in the European markets, self-service is not. A blocked advertiser has two different actions available, and only one of them is waiting.

What this means for the beta framing

"We're focused on learning from early testing" was the sentence that opened the old answer, and it framed advertiser access as something OpenAI was rationing while it learned. It has been deleted, and what replaced it is a signup link.

We would not over-read a single deletion. But it is consistent with the direction of the last month: self-serve Stripe onboarding, a documented bulk upload schema, conversion-optimized campaigns, and now an open front door. The parts of the platform that used to need a human at OpenAI are being removed one at a time.

What to actually do this week

If you are in one of the nine Available countries. Nothing here changes for you. Your route was already self-service and remains so. The only edit worth noticing is the larger-advertiser contact route at ads.openai.com/#advertiser-interest, which is now the documented way to reach the Ads team about sales support rather than the general interest form.

If you are in one of the thirty-one Coming Soon countries. Two things, in this order.

  1. Create the account now. It costs nothing, it is the documented path, and it is what OpenAI says it will use to notify you. Do it with the business identity and billing entity you actually intend to advertise under — an account created under a personal address is one you will want to redo later, and there is no documented way to move a campaign history between accounts.
  2. Talk to a partner if you have a Q3 or Q4 launch. Partner-led access is live in your market today. If your plan needs spend before self-service opens, the OpenAI Ads Solutions team, an agency partner or a technology partner is not a workaround — it is the documented route, and it is the only one with a date attached.

If you are in a country that is not listed at all. The instruction is now identical to the Coming Soon instruction: sign up at ads.openai.com and wait for the notification. That is new. Previously, an unlisted country had only the interest form.

Whichever bucket you are in. The reporting problem does not wait for the access problem. An advertiser who enters through a partner in September and switches to self-service later ends up with one campaign history split across two access routes, and the temptation is to treat them as two datasets. They are not; they are the same account. Getting ChatGPT Ads into the same reporting surface as your Google, Meta and TikTok spend before the first dollar moves is cheaper than reconciling it after.
