Between 2026-09-17 and 2026-09-18 OpenAI edited its Ads Manager Availability article and added four countries to the self-service list: Israel, Saudi Arabia, Turkey and the United Arab Emirates. The article's own timestamp read "Updated: 23 hours ago" when we captured it at 00:02 UTC on 2026-09-18.
There was no announcement. There was no entry in OpenAI's advertiser product-update email — the most recent one, dated 2026-09-16, covers conversion optimization with impression billing, flexible attribution windows, platform targeting, the Shopify and HubSpot integrations, Event Quality Score and Sponsored Agents, and says nothing about market availability. As with the 52-country expansion on 2026-09-02, the country table moved first and the announcement did not follow.
The same day, the Minimum Campaign Spend table in Create Campaigns for ChatGPT Ads gained two rows and changed a third. Three of the four new countries got a billing currency. Turkey did not.
Everything below is quoted from OpenAI's official help centre and verified on 2026-09-18. Where we reason past what OpenAI states, it is labelled as ours.
What changed in the country table
The availability table went from 52 countries to 56. The four additions, in the table's own alphabetical position:

None of the four was previously marked Coming Soon. They were absent from the table entirely and appeared already flipped to Available — the same pattern as the eleven MENA markets that showed up on 2026-09-02.
That is worth stating plainly because the European cohort behaved differently. In August the 31 European markets were published as Coming Soon first, with access running through the OpenAI Ads Solutions team and agency partners, and self-service arriving weeks later. Israel, Saudi Arabia, Turkey and the UAE skipped that stage in the public documentation.
The note above the table has not changed, and it is the operative eligibility rule:

So this is not a targeting change. It is a change to who may open and be billed for an account — the advertising entity's country of domicile, not the country its ads run in.
What changed in the money table
The Minimum Campaign Spend table is keyed on billing currency, not country. Yesterday it listed 21 currencies. Today it lists 23:

The AED cut is the detail most likely to be missed. AED was already in the table before the UAE became self-service available — it had been sitting at 70 AED, and on the same edit that made the UAE available it was reduced to 65 AED. An advertiser billing in dirhams who had budgeted against the published floor now has a floor roughly 7% lower.
At the time of writing that puts the three new minimums at roughly $16 USD (ILS 60), $13 USD (SAR 50) and $18 USD (AED 65) — in the same band as the EUR 15 and USD 25 floors, not above them. Currency conversion is ours, not OpenAI's; the published table is denominated only in local currency.
The Turkey gap
Turkey is listed as Available. There is no TRY row in the Minimum Campaign Spend table.
That is not an oversight we can resolve from the documentation, because the two articles are consistent with more than one explanation:
- A Turkish legal entity may be billed in a currency other than the lira — USD and EUR are both in the table — in which case the applicable floor is that currency's row and no TRY row is needed.
- Or the TRY row is simply late, the way the India row arrived in the budget table before India appeared in the availability table back in August.
OpenAI states only that "the current minimum daily budget varies by your ad account's billing currency," and does not publish the mapping from country of domicile to billing currency anywhere we can find. A Turkish advertiser cannot determine their minimum daily budget from the documentation alone. They have to open the account and read the currency Ads Manager assigns.
We are flagging this as an open question rather than answering it. The precedent cuts both ways: in August the budget table led the availability table by weeks, which is why we wrote at the time that the budget table has been the earlier signal. This is the first case we have logged where availability led and the currency row is the one missing.
The restriction that applies to all four markets
Anyone opening a new account in Israel, Saudi Arabia, Turkey or the UAE this week runs into a rule that has nothing to do with the expansion, and it is the single most consequential line for planning. From the same campaign-creation article:
Note: International targeting for new self-serve accounts
Some new self-serve ad accounts can initially advertise only in their home country—the country associated with the ad account. Selecting other countries does not override this restriction.
Your account automatically becomes eligible to advertise in other supported countries once identity verification is approved and you reach the required advertising spend from running campaigns in your home country. Creating a campaign or setting a budget alone is not enough. Normal campaign delivery requirements still apply.
Three things follow directly from that text:
- A new Saudi entity cannot open an account and immediately buy traffic across the Gulf. It advertises in Saudi Arabia first.
- Selecting additional countries in the campaign dialog is not an error and is not a workaround — OpenAI says explicitly that selecting them "does not override this restriction."
- The unlock is gated on two things at once: identity verification approved, and a spend threshold reached from campaigns actually delivering in the home country. OpenAI does not publish the threshold amount.
The practical reading, and this is ours: a regional advertiser treating one of these four markets as a beachhead for the wider region should expect a home-country-only phase of unknown length, and should not commit a regional media plan to a start date until verification has cleared.
What did not change
Three things are worth naming because their absence is informative.
No new European or APAC markets. The 52-country list already contained all 31 European markets, India, Japan, Korea, Australia and New Zealand. Nothing moved there.
No change to the partner-access row. The access-type table still says "Advertisers in the new European markets can currently get started through the OpenAI Ads Solutions team, agency partners, or technology partners" — wording that now reads slightly stale, since the European markets it refers to have been self-service since early September.
No policy change. The advertising policies page still shows v1.6 (September 2026) as its most recent revision, unchanged in this edit. Restricted-category rules for financial services and health services apply in the new markets exactly as documented; we saw no market-specific carve-outs added.
What an advertiser in the four new markets should do this week
- Confirm the billing entity's country of domicile, not the target market. The eligibility rule is about the entity that is billed.
- Start identity verification immediately. It gates international targeting, and it is the long pole. Nothing else in the setup depends on it, so there is no reason to sequence it late.
- Read the billing currency Ads Manager assigns before setting a budget — mandatory for Turkey, where no published row exists, and worth a glance for the UAE, where the floor just moved.
- Plan the first flight as home-country only, and treat regional expansion as a second phase with no committed date.
- If you bill in AED, re-check any budget floor you hardcoded against the new 65 AED minimum.
