Sometime in the hour before 01:01 UTC on 2026 September 2, OpenAI rewrote its Ads Manager Availability page. The page's own timestamp read "Updated: 31 minutes ago" when we captured it.
The change is the largest single expansion of ChatGPT Ads self-service access since the product launched, and OpenAI made it without a blog post, a press release, or — as far as we can tell — an advertiser email.
Yesterday the page listed 41 countries, of which 9 could self-serve. Today it lists 52, and every one of them says Available.
That is not a rewording. It is the resolution of the two biggest open questions in ChatGPT Ads, plus a third market opening nobody was tracking.
What Actually Changed
We diff the official ChatGPT Ads documentation surfaces every day. Here is the before and after, both read off OpenAI's own help centre — the 2026-09-01 capture against the 2026-09-02 capture.

Three distinct things happened at once.
1. The 31 European markets went live
Every country in OpenAI's Europe expansion flipped from Coming Soon to Available:
Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and Switzerland.
When that expansion was announced, the help centre listed all 31 as Coming Soon and directed European advertisers to the OpenAI Ads Solutions team, agency partners or technology partners. That routing is no longer the only door. As of today, a European advertiser can sign up at ads.openai.com and buy.
2. India flipped with them
India was also marked Coming Soon yesterday and is Available today. It was never part of the Europe expansion — it had been sitting on the list separately — so the honest count is 31 European markets plus India, which is why the flip is 32 rather than 31.
This is easy to miss and it matters, because India is a materially different market from the European set in scale, language and competitive dynamics, and its opening was not attached to any announcement at all.
3. Eleven MENA markets appeared from nowhere
This is the genuinely new information, and it is the part with no announcement behind it. Eleven countries that were not on the availability list yesterday in any state are on it today, already marked Available:
Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar and Tunisia.
They did not pass through a Coming Soon stage. They were absent, and then they were live. For advertisers across the Middle East and North Africa, ChatGPT Ads went from "not a channel" to "a self-serve channel" without warning.
The nine that were already open
For completeness, the countries that could already self-serve before today: Australia, Brazil, Canada, Japan, Korea, Mexico, New Zealand, the United Kingdom and the United States.
The Line OpenAI Deleted
Documentation diffs are most useful when you read the deletions, and there is one deletion today that carries as much meaning as the table.
Yesterday the page said:
"Self-service access is coming soon to the 31 countries in our Europe expansion."
Today that sentence is gone. Not edited — removed. The phrase "coming soon" no longer appears anywhere on the page in relation to Europe, because there is nothing left to be coming.
The one place the word survives is the fallback line, which now reads as a formality:
"If your country is marked Coming Soon or isn't listed, self-service access isn't available in your country yet."
Since no country on the list is marked Coming Soon any more, that sentence now only does work for countries that are absent entirely — which, after today, is the interesting category to watch. The page has become a list of who is in, not a roadmap of who is next.
The Contradiction OpenAI Left Behind
Here is the part a careful reader should not skip, because it is the one place today's page disagrees with itself.
The access-type table near the top of the same page still says:
"OpenAI Ads team or partners — Advertisers in the new European markets can currently get started through the OpenAI Ads Solutions team, agency partners, or technology partners."
That row was written when Europe was Coming Soon and partner routing was the only way in. It has not been updated. The country table below it now says every European market is self-serve.
Both statements can be simultaneously true — partner routing does not stop existing when self-service arrives, and large advertisers will keep using it — but the framing is stale. Read literally, the top of the page still implies European advertisers are gated to partners, and the bottom of the page says they are not.
We are reporting this as a documentation inconsistency rather than as a capability claim in either direction. If you are in a European market and self-service sign-up does not work for you today, that row is the reason not to conclude the country table is wrong: it is at least possible that rollout is staged behind the documentation. But the documented position is that you can self-serve.
What the Developer Docs Say About This: Nothing
Our monitor covers two official surfaces — the help centre and the developer documentation, including its llms.txt index as a canary for new pages.
Zero developer-docs pages changed today. Not the API overview, not the campaign or ad-group references, not llms.txt.
That is worth stating plainly rather than leaving as an absence. The API surface carries no country gating notes that moved with this change, which means today's expansion is documented as an Ads Manager access change and nothing else. If you are building on the ChatGPT Ads API, there is no new documented parameter, field or constraint associated with the 43 markets that just opened. Whether the API behaves identically in the new markets is not something the documentation states, and we are not going to infer it.

Being explicit about our own coverage, because the gaps matter as much as the findings.
- Help centre: captured and diffed in full. 22 of 51 monitored pages changed. Of those, exactly one carried a substantive change — the availability page described here. The remainder were related-article blocks, contact-us boilerplate, login-header markup and "Updated: N days ago" timestamp drift. We looked at all of them so that we can say that, rather than reporting a 22-page change count as if it were 22 stories.
- Developer docs: captured in full, zero changes.
- The OpenAI advertiser product-update email: we could not read it this run. The mail connector was unavailable in this session. That is a genuine gap and not a finding — it means we cannot tell you whether OpenAI emailed advertisers about this expansion, only that the documentation changed. Past experience is that documentation and email each carry material the other misses, so treat the "no announcement" framing above as "no announcement on either documented surface", not as "no announcement anywhere".

What Is Not Answered
Three questions this page does not resolve, and where guessing would be the wrong move.
What the minimum budgets are in the new markets. The availability page states availability and nothing about spend floors. ChatGPT Ads does document minimum budgets by country, and those are set per market — but no minimums for the 11 MENA markets or the 32 flipped markets appear on the availability page. Check the daily-budget documentation and your own account before you plan a media budget around a number you saw on a comparison site.
Whether ad policy differs by market. OpenAI's ad policies did not change today. Several of the newly opened markets have advertising regulation that differs substantially from the US and EU baseline. The documentation does not currently carve out per-market policy, and the absence of a carve-out is not the same as confirmation that none applies.
Whether the rollout is complete or staged. The country table is a statement about availability, not a guarantee about your specific account on this specific day. The stale partner-routing row above is the reason to hold that loosely.
What To Do This Week
If you are in one of the 43 markets that opened today, the practical sequence is short.
1. Try to sign up, today. Account creation and self-service availability have been formally separate since 2026-08-28 — you have been able to create an account from anywhere for a while, and it did not grant access. That distinction is what just collapsed for these markets. If you created an account earlier and were blocked, the block is the thing that may have lifted; go and check rather than waiting to be told.
2. Do not treat this as a channel test you can run casually. Every advertiser in 43 countries got the same email-free notification you did, which means the competitive window on cheap early inventory is measured in weeks, not quarters. It also means the first movers will be the teams who already had creative ready to ship, not the teams who start briefing now.
3. Get the measurement in before the spend, not after. The ChatGPT Ads measurement stack — the pixel, conversion tracking, automatic advanced matching — takes longer to get right than the first campaign takes to launch. Teams that launch first and instrument second spend two weeks producing data they cannot read.
4. Plan for creative volume you probably do not have. A newly opened market is not a copy-paste of your existing account. Language, cultural context and the local competitive set all differ, and the 11 MENA markets in particular are not served by simply running your English-language creative with a new geo target.
That last point is where most of the operational cost of today's news actually lands. Opening 43 markets is a creative production problem long before it is a media-buying problem, and it arrives with no notice.
The Bigger Read
Two things stand out beyond the country list.
The first is the pace. ChatGPT Ads went from 9 self-service markets to 52 in a single documentation update, with no announcement attached. This is a product being rolled out at a speed that outruns the communication around it, and it means the documentation — not the newsroom, and possibly not even the advertiser email — is where the real product state lives. Anyone planning around this channel should be reading the help centre directly and on a schedule.
The second is the MENA opening. The European expansion had been announced, discussed and waited on for weeks. The 11 MENA markets had none of that, and they arrived at full self-service availability. For advertisers in Cairo, Casablanca, Dubai's neighbouring Gulf markets, Riyadh's regional peers and across North Africa, a major new ad channel opened this morning and nobody sent a note. That asymmetry — announced markets waiting, unannounced markets going live instantly — is worth holding onto as a prediction about how the next expansion will arrive.
